This dashboard is the release-control view for Global AI Swarms. It shows who decides, what can run, which evidence is missing and why payments, external connectors, corporate outreach and customer-facing Swarm execution remain locked.

Prepared does not mean enabled. A gate becomes live only after the evidence, authority and technical controls all match the claim.
Governed execution contract
A run earns permission step by step.
The contract is implemented as a testable control layer. It never turns a public planning page into an external integration, and it never treats a capability reference as a reusable secret.

Tie the job to a module, actor, tenant and policy version.
- 02Issue capability
Grant a short-lived, least-privilege reference for one adapter and operation set.
- 03Verify worker
Check the capability again before every worker invocation.
- 04Observe
Append safe outcome facts without storing reusable bearer secrets.
- 05Receipt
Finalise and hash the execution receipt before a run can be closed.
- 06Review or recover
Cancel, compensate, dead-letter or escalate when controls fail.
Default rule: no verified capability, no worker invocation. No finalised receipt, no completed run. Any denial, cancellation, compensation or dead-letter event opens a governance review.
Adapter controls
AI, money and storage stay behind the same lock.
Every adapter must receive the verified execution context. The public release has no live Stripe, PayPal, Drive or cross-channel Orion action.

Requires a verified run capability, consent-scoped facts, redaction and store: false.
StripeBlocked
Requires a live account decision, terms, limits, idempotency and refund/dispute controls.
PayPalBlocked
Requires the same governed financial controls and an explicitly approved account.
DriveBlocked
Requires a verified destination, user permission, data-minimisation and deletion rules.

Orion communications and memory

ENQSI Swarm execution
Decision: The governed execution contract is implemented and tested, but customer-facing multi-agent workers remain disabled until durable runtime evidence exists.
Evidence: Capability verification, adapter gates, receipts, recovery paths and release-gate logic are covered by deterministic tests.

Corporate Relationship Swarm
Decision: Public opportunity research, reactive intake, ranked briefs and one-click handoff preparation may run in governed engineering mode; outreach, contracts, affiliate links, spending and production integrations require their own CEO and legal gates.
Evidence: The relationship register records marketing affiliate networks, dropshipping candidates, existing Shopify/Printful account evidence and blocked payment evidence; no executed affiliate relationship is currently verified.

Quantum and PQC
Decision: Continue crypto-agility inventory and standards-based migration testing; do not claim quantum-safe protection until a verified migration is approved.
Evidence: The current recipient-key handoff remains classical RSA-OAEP.

ENQSI autonomous engineering may inspect, code, test and repair inside the governed source workspace. Orion may prioritise, model, draft and recommend. This dashboard does not sign contracts, complete provider identity checks, accept terms, spend money, contact third parties or claim human credentials on anyone's behalf.
